Resolved: Turn on custom avatar upload

I upgraded XOOPS to 2.2 and now i cant find this option anywhere. How do i allow users to upload their custom avatars? Was this feature completely removed or am i just skipping over it?

Xoops admin cp won't work

Well some files were accidently deleted and now i can't access the admin cp. Everything else works fine but when i click on admin it comes up with the first time you have accessed, click submit to continue. When i click submit it gives me an error file open failed. Is there any way i can install XOOPS over or repair it without losing all my old news/users/forums etc...?
