I have XOOPS 2.1.0 I cannot set module order, although the order values 1, 2, 3, 4 ... are set for mudule in main menu.

I have XOOPS 2.1.0. Before adding a custom block, I could access Block list. But just after adding a custom block in top page, I cannot have access to "Lsi all Blocks". The following error occurs:
Fatal error: Call to a member function on a non-object in /../../modules/system/admin/blocksadmin/blocksadmin.php on line 79
Notice [PHP]: unserialize(): Error at offset 0 of 5 bytes in file kernel/configitem.php line 99
What is it? Can anyone help?

I have XOOPS 2.0.10. I upload a module in the Module directory. Then In System Admin, I click on Install Module
A page with "Press the button below to install this module". I press Install.
Modules directory: chmod 777
The Module page displays agan without any change.
Who knows what it is?
