What's wrong with the translation?

I translated the language files in esperanto, but when I try to use this language nothing appears. Can anybody help me?. I changed the language files to UTF-8.

I have downloaded the spanish package and I want to translate it into esperanto. Could I simply translate it or should I do something else?.

How can I change the code of xoops?. I'm translating it into esperanto and I must use utf-8. Does anyone know which file I must change?.
