Figured it out.

In System >> Preferences you must change the default value of:

Update module template .html files from themes/your theme/templates directory?

YES

After editing and going live, change to NO.

Ok,

/modules/system/admin/banners/banners.php
Modifications to the above file ONLY changes the display output on the banner administration pages.

The Fix
/include/functions.php LINE 348
Modify the TWO Height and Width variables listed here.

It might be better to remove the width variable and leave the height variable. This will allow you to upload variable sized banners and it will maintain the height and the width will be equal in proportion to the adjusted height. This will keep the flash from being distorted.

Using WF_Spiderman as a base theme
XOOPS version 2.07.3

I want to place a small static menu where the banner goes. I add the HTML code to the theme.html but it is never displayed.
