Why my custom block, in html code, don´t work in XOOPS 2.2??????????????

I have 4900 users and i can´t send email, i have a blank page.
And no body do nothing, the mail options in XOOPS suck

Only one time i have this error:

Fatal error: Allowed memory size of 16777216 bytes exhausted (tried to allocate 43 bytes) in /var/www/zine-store.com.ar/docs/kernel/object.php on line 175

Fatal error: Allowed memory size of 16777216 bytes exhausted (tried to allocate 27 bytes) in Unknown on line 0

Hi i have installed XOOPS 2.0.7, and i have 4950 users.
When i tried to send a e-mail for all users, or configure the mail settings, XOOPS show me a blank page.
Whats is the problem, i trie with xmail, and i have the same problem.
