so this is what I did. and it worked. for all you who are waiting for an answer.
I am changed permissions on the templates_c directory in the XOOPS directory to 777 they were 666.
as 666 I couldn't even cd into that directory even though I was the owner. so the 777 did it. then the site showed up. I was having all pages blank white before that.
