xcGallery custom block not showing

I made a custom block for xcGallery module. Basicly its a module for navigation through gallery like it has in xcGallery header. Since custom blocks' smarty tags don't get parsed i had to make a new module block.
added the right stuff into xoops_version.php, put the block in the right dir, updated the module, when that didn't work, reinstalled the module. checked permissions, compared data in database and its should all work, but it doesn't.
i'm running XOOPS 2.0.9.2 php and MySQL are the latest for RH 9.0 xcGallery v 1.1

any help would be greatly appriciated since i've spent last 7 hours trying to figure this out

P.S.
Mysql debug shows that it doesn't even run a query for my block, but the query that determins which block should be shown checks out fine...block debug shows that my block should be loaded

i am....how would i put it...hmm...i don't know squat about php, so a bit detailed explanation would be great :)

on the other hand...this is what i had in mind...i planned to put a php menu in the theme.html cause i want it to be on top of the pagehttp://www.chipchapin.com/WebTools/MenuTools/phplayersmenu-2.2.0
I'm lost.
I'll greatly appriciate any tips/advices you may have.

embedding php script in theme.html

i would like to embed a php script into theme.html but i have a problem
even <?php echo "I LOVE PHP!"; ?> doesn't return anything on the page
is there some way i can mix php and theme.html so it works properly?
or maybe even call a file where the php script is writen

What me and Iolai want is to create new block that will keep some items from "Main Menu" + add custom items with subitems.
One of the way we tried is implementing java script based menus, but since they are floating, they don't fit into a block we created for them if the page is resized.
We will also need to link to custom content, any feedback on that one would also be greatly appriciated.
