It's a banner taht says " You don't have the right to access .... "

I've upload all the files, in fact it's on my own server, so I'don't upload, just decompress.
I did access user.php bat nothing happend. It's the same blank @#$%@#$^#@$%^#$%^ Screen.

When I try to access
yoursite.com/modules/system/admin.php directly or /admin.php, It says that I don't have permissions to view that page, It sounds ok for my cause I never authtenticated my self.

Excuse my poor english.

I did and re-check almost 5 times.
And no luck, any other test to descart posible problems?

I know there is a guide, and a lot of documentation talking about this problem, I already Read It.
The installation was perfect, no errors, IIS execute PHP files without problem, I created an script using PHP making connection to MySql (Using the same user, pass, and database that i Create for Xoops) and it works fine.
I set up all the debugs activation:
PHP.ini
Common.php
MySql (UPDATE xoops_config SET conf_value=1 WHERE conf_name = 'debug_mode'".)
And there is NO ERRORs, just a Blank Page.
I'm using the Last version for Mysql, Xoops, PHP.
Any help ??
