I dont seem to a have a file called customsettings.php

Yes but How would I include that in my theme.html?

Which is where I want to show the data.

I just checked and i dont have it anywhere, I also redownloaded the full install and its not in there. If you have a copy can you send it to me

In my includes dir there is no file named xoopsjs.php
