For the adding of Moderators part of the OP's post, I had the same problem, well it was with Firefox, to add a moderator I had to use Internet Exploder and it worked how it was meant to.
Bit of a bugger when you use linux but WINE helped there lol.

Do you go to admin > Preferences > General Settings
Check templates for modifications ?
If this option is enabled, modified templates will be automatically recompiled when they are displayed. You must turn this option off on a production site.
Select Yes
Then hit the "Go" button at the bottom of the page.
but as it says don't leave it on "Yes" change it back afterwards.
