Go to your admin page,
Click on the news module button,
Select Topics Manager.
Make a new topic or on the bottum modify a topic. Here's the place where you can attach the image to a topic.
when done,
post a new news message and make sure you set the: Display Topic Image? to yes, then choose how the image must align (left or right).
That should be it.

But to be serious,.the only thing protected are photographs and graphics (if you want to) by my knowledge and not html and css code's and their variables.

Well it's difficult to judge if there is no link of the problem. In all of the years I have made XOOPS themes, I haven't noticed anythink you mention. Give us a link, so we can dig;)
