At this point in the juncture and developemental stages of XOOPS I am not so sure I would upgrade to 2.2 . I would upgrade to 2.0.13.2.
If you have a backup of everything before you attempted the upgrade to 2.2 ???? Then get rid of your 2.2 db and files and restore your 2.0.13 version and get the upgrade to 2.0.13.2. Stick with 2.0.13.2 for now.

metta- I am not sure I understand what you are saying is happening for you. Could you do as totalcy did and post what comes up during the installation?

Did you uninstall the module before deleting it from the FTP? I have found, you should deactivate the module, then uninstall it, then go ahead and delete it if you need to with ftp. If you don't uninstall it then the database tables are still in the database too.
Nnneeeeeway.... Try going into the administration/system/modules and update the system by clicking on the update icon next to the system module.

I found this while looking around. I don't know if it works with 2.2.3 etc. but it sounds like it will do what you want it to do and perhaps there is an update for it somewhere.

I think you would probably have good luck using the MultiMenu Module. You would be able to create the Main Menu Block as you would like it. Hide the system Main Menu block and Display the Main Menu Block you create using MultiMenu.
As you have it all you have it set in your themes all the blocks will display that way on the left.

Something I noticed recently ?

I think this started happening sometime earlier yesterday evening on this site.

When I go to a forum message or the forum front in general it is loading much slower. The page seems to load, but it isn't functioning, then I can see (bottom left) where other items begin downloading (around 200+ items). Doesn't matter how many posts or pages of posts are in the particulr thread (1 or 50). The items (whatever they are)load counting down to 0 then a pause and finally I can use the page.

Maybe it is just me but I haven't ever noticed this before yesterday evening.

Try try adding a <td> and a closed </td> (colored below)or somewhere in that area. It appears you closed the first cell and then went right into a table with out opening another cell under the main table. I can't tell from this though exactly where you want the cell so you will have to play with it.
