After uploading the html-file you should update the module:

admin panel : Modules -> Administration.

Sorry, I was looking at the wrong website.

I've checked the website www.cgenie.com for the problem with the horizontal scrollbar with the following browsers:
Opera 8.5 build 7700: no
Netscape 8.0.4: no
FireFox 1.5: no
Internet Explorer 6: yes
Maxthon 1.5.2: yes (uses IE6 engine)

So, there's something MS doesn't like...

Just visited your site but I don't see the problem with the horizontal scrollbar anymore.
Did you make any changes or so?

I did a quick search on The PHP Resource Index (search term: soccer) and it came up with 2 scripts:

tplSoccerStats:

This program will allow soccer/football websites to include fixtures, results and league table positions on their website. The league tables are adjusted in the background as you enter the results. Enter league details, age groups and divisions. Includes a news bulletin section for announcing items, match reports and more.
For this one you need to register before you have access to their services

Maybe these scripts can be used in a block or ported to Xoops.

I haven't heard of a WK 2006 pool module yet, but you can have a look at the Cricket League Stats module. Maybe you can make some modifications to the module.

Indeed this is strange.
There should be no horizontal scroll bar because you're using resizeable columns.
I've noted that the free space between the left and center column is different from the space between the right and center column.
Maybe you can try the css-validator to check your css file.

What theme (theme.html and style.css) are you using?

You can have a look on the Dutch XOOPS Support site.
I am not sure if these translation files are the same. It's not mentioned if the files available from the dutch support site have the admin panel translated also.
