Is there a dutch translation for xoops? And if not can I make
a translation and how?

First, Welcome to XOOPS!

Dutch language files for XOOPS 2.0.x
Dutch language files for XOOPS 2.2.x

Those were found under "Download XOOPS" in the menu at the top left corner of the screen.

You can have a look on the Dutch XOOPS Support site.
I am not sure if these translation files are the same. It's not mentioned if the files available from the dutch support site have the admin panel translated also.
