Sure this is possible. The basic layout of a XOOPS site is defined in a template file. If you are familiar with html you can change it the way you like, e.g. define fixed table width.

Newbb2 is still in Beta stage. This means that it shouldn't be used on a production site.

As this module isn't ready yet, there are logically many bugs in it. You should better go with the standard newbb and update when newbb2 is available.

Administration > System Admin > Preferences > General Settings

You have to set Update module template .html files from themes/your theme/templates directory? to yes.

You have to watch for your path! If you put this file in your XOOPS root folder, you need to include the files without the ../ e.g. include("mainfile.php");

TinyEvent is as the name says a small calender module and should stay as this. There are a few feature rich modules like pical, agenda-x with which this module won't compete.

But I will think about the blocks. I was very busy in writing exams lately and have to finish a project the next days. After that I begin updating TinyEvent and TinyContent. So stay tuned

What do you mean by a "static homepage"?

You can set the startmodul to "none" and add a custom block for the startpage. Maybe this is what you want?
