I had the same problem and I realised that it was not any fault inside xoops, but the spam filter in gmail moved it in spam folder, likely you find there the lost confirmation e-mails.

I think it's "mydownloads" module, the default download module that comes with xoops. For more info look at http://dev.xoops.org or in module repository.

You can change with your favourite program the template that you find in modules/system/tamplates/system_siteclosed.html and make it as you want.

After that don’t forget to make update from admin panel the system module.
