I don't know how many files there are that contain _NOPERM
but hopefully one of them is the file you also see in the address bar (site.com/user.php or something)
Open that one first and find the section that shows _NOPERM

Try and understand the logic that's going on in that file, otherwise, let us know.
(if i have my internet this weekend I'll try and download XOOPS 2.2.5 to my local PC, to help you a bit more)

I hope I can help:

Do you also have a local copy of your site?
In that case try to do all the stuff that I ask you to check on that local copy first.

In the language section of your xoops, try and find the constant for "Sorry You Don't have permission to access this area" (should be one or two)
It should say something like "_SORRYNOACCESS".

Now, in all your files try and find that constant.
(are you with me so far?)

You don't know which file gives you the error message. Most likely user.php (if that constant is in there)
Try and find the piece of code that concludes that you don't have access. Let us know when you've found the code.

When you can't find it, let us know too, ok

I think you should also take a look at xoops_version.php
Thought the module administration page was looking at that one for all the info.

Did you put the debug modus on in your preferences?

Are you having a local installation or are you doing this on your "live" server?

I would suggest a local installation to test the settings and then putting it on the "live" server.
