The update has been a right pain

Will the MPmanager work with 2.3 and php5?

all I can find on the mainfile about charset is this:

Can I re-install 2.3 upgrade

Can I re-install the 2.3 upgrade, as the charset is causing problems and the wrong symbols are displayed, so I want to go back to the install set up again and repeat the install to correct the error

I have updated to XOOPS 2.3 and it installed
charset=UTF-8 and I now have ? symbols on my website, I live in the UK so what Charset should I be using and how do I change it?

Since I have upgraded to 2.3 I am getting these messages from my members, can anyone help with this please.

(Members Message)Don't know if anyone else is having this problem, but when i try to PM anyone it comes up "SORRY, YOU DO NOT HAVE PERMISSION TO ACCESS THIS AREA". I checked my account to make sure i'm up to date and it is. Could you have a look for me.
