Last XOOPS version is 2.3.3, you should use this one.
Best is to postpone step 5 until the installation is complete and verified to work (move the two directories and adapt mainfile.php).
i) This is no problem, just adapt mainfile.php
ii) Check the module table and note the id's of the modules in use and the ones to remove. In other tables (eg comments) the records with these unused module id's have to be removed. They should be checked to have only id's of modules in use.

There are no security implications for installing XOOPS in a the root or in a subdirectory of the root.
When a subdirectory is used, you can add an html welcome intro page (with a link to XOOPS or that redirect automatically) and it is also easier to install other non-XOOPS softwares.
I don't understand what purpose you intended for the .htaccess file.

I think we can stick with the full name (in english) for language files, eg (english, french, dutch). For the variants, we can add the two letter iso code as eg englishUK.
If a variant is needed it can be created as such on SourceForge.
Which foldernames should be used for this variant?
- The same as the original (eg english): In that case the files can easy be overwritten.
- As the variant (eg englishUK): this allows to operate the site in multilanguage mode.
For you to think about it and to choose. I think second option may be preffered.

Check also the documentation of your hoster about sessions. On some hosters you need to create manually a file or directory in your root to enable the use of sessions.

That is right. You should strive to have your complete system in the same encoding: tables, database, connection, website, language files, templates, etc.

It seems your browser is set to an ISO character set (Probably by the metatag in the heading). Change it in the view menu of your browser. There must be a setting of phpMyAdmin to set also the metatag for it, but I don't know how or where.

I'm not sure. I think you can, because I assume the remember me is only a kind of automatic login.
You have to test it by logging in a test user with the remember me. Then alter his group, so he has no longer access to eg the forum. When the session time is over, check the test users privileges. (You have probably to use two computers or browsers to test this).

PHP is not needed. It is all CSS!
Edit the .css files in /themes/c4fun1/css/ eg. layout-soup.css
