Check the cause in the Protector log.
Sometimes some modules can provoke it also, eg albums.
In the preferences there is a setting to exclude some modules.

Try to set the blocks also to invisible.
Are you using english as site language?
Did you check database text field collation and the character sets used in mainfile.php and global.php (also as used in 2.0.6)?

In Protector its preferences is also a setting for not banning the admin group.

Is this not an error in the template, as Smarty tags should have <{ }> tags around it?

It seems to introduce a 60 minute time period, before a user can post its first URL on the site.

In general these fields are for doing inserts of data into the tables. They are in the order of the create for the table (see sql file or table structure in phpMyAdmin).

If you want WYSIWYG in your fora, make sure HTML is allowed in the forum properties.

Not all registrations are done by bots. there are also 'datacenters' where humans are payed to do this, with some automated assistance.
In some cases the captcha's are presented on other websites as 'allowance', without verification, but thus retrieving the solution for the bot.

There are some catcha hacks (recaptcha, sexy captcha) as alternative to the regular XOOPS captcha, search for captcha in the forum.
