i found a big collection of icons and images (Commercial usage: Allowed) but the license is CC BY 3.0 US

Does it means we can't use this icons collection out of USA ?

My idea is to use new emoticons in the XOOPS package, but i need to know if it's ok to put it in the package or not.

First my disclaimer - I am not a lawyer, and as such, am not giving legal advice, just my opinion of what the document says.

The fact that you are looking at the "CC BY 3.0 US" just means this is the English version of the Creative Common license.

If you look at paragraph 3 it says:

The license is not intended to limit your distribution by global region.

You'll still need to make sure what you want to do meets the remaining items in the license to be able to distribute the icon set.
