I am using xoopspoll in my one site. I see someone spamming the poll with bogus votes. I even enabled restriction to user level and ip level. But still i saw yesterday in one hour someone posted 700 votes. wondering How it is possible?

It's probably by allowing anonymous users to vote.
The problem is that multiple users can share the same IP address (eg in a company or even at your home (when parents and children vote, even with their own PC, they have all the modem's IP address)) or one user can have multiple IP addresses (by reinitialising their modem).
So for anonymous users it is simply not possible to assure that one man is one vote.

But on the other hand, I think the the poll vote function is not very tight.

If you restrict anonymous, then it should work correctly, right?

You can also try "Umfrage"

There is no option in poll preferences to restrict anonymous for voting. there is something to do with xoopspolllog.php function to restrict anonymous so not understanding it how can i restrict them

Go to Groups in the Admin/System area, go to Anonymous, and un-check "Module Access Rights" for Polls.

This way the Anonymous users won't be able to access it, and vote.
