I have tried like four different Forum module but non can satisfy my need.

I would like to have multiple categories or forums under each other as opposed to the 2 available. e.g where someone can scrawl.

MAIN: EUROPE
SUB: ENGLAND
SUB: LONDON
SUB: STRATFORD

How can i accomplish that?

For NewBB/CBB it is one level too many. There is only category, forum and subfora. (Last level is topics).
You could have a category Europe - England (and eg Europe - Scotland) with forum London and subfora Stratford and Westminster.

Did you try SMF?

There's a bridge on their website to operate it with Xoops
