gallery 2.1 into xoops 2.0.16 admin missing

I installed gallery 2.1 into XOOPS 2.0.16. My whole column of admin choices are missing when clicking on site admin. Check it out at http://www.getting-out.com. I gave annon. full permissions. Click on site admin on upper right corner. There is also no add an album either. I have to add my own link to make it work.

I have it working in another wite and viewed the different sources and found this differenences right at the admin area as follows:

    As you can see, the one that don't work goes right to General Settings where the one that works goes to Admin Options. This could be the difference. My question is, how do I change? Why did it happen?

    I did 2 different installs in case of corruptions. One via regular ftp and one through my cpanel via compressed file and expanded. Nothing was different. I also tried two different downloads of gallery in case of a download corruption.

    If I go to: http://www.getting-out.com/index/modules/xg2.1/engine/main.php, it will give me some links but not it is no longer in my XOOPS template/theme.
