Ok here is what is going on.

Two diffrent pages are being served up by the web server.

if you enter the page with the flowlling link it is BROKE
- http://dev.xoops.org/modules/phpwiki/

if you enter the page with the flowlling link it is WORKING
- http://dev.xoops.org/modules/phpwiki/index.php/

what is intresting is that there is a directory named "index.php" in the URL

Please Note
if you go to http://dev.xoops.org/ and then click on the "Dev Wiki" on the left had menu, it takes you to the broken page with the broken links.
