Hello,
Sorry, I hope my English will be correct and understood.

I use xoops2.016, mp manager2.5 and newbb1.16.
However I noted that newbb functions with the back of the active forums on the question of the notifications.
In the latter, to use it has nothing to make, all is checked with creation of users's account.
In Newbb, it is necessary that the user has the idea to go to check the checkboxes to be notified for new posts or subjects by email.
It is essential for me to start my website, and so that it lives (as a long time as possible) as the users are notified by default with the creation of their account. Thing which I did not find yet to do in the code.
Secundly, in the same register, I have a problem with the system_block_notification, it seems well to be installed (I made several updates and all seems well to be held), I do not manage to see his block (since it is indicated in the administration \ block).
Would somebody have one solution? I thank you in advance. Cordially

Users can select which way they wish to be notified during their registration or if they wish to change it later, by editing their account.

Most if not all modules which have the notifications function allow you to set it as Enabled or Disabled and the display type- As Inline, Block, or Both. I usually set mine to Both. If you check the Block type then you must ensure that the block is set to visible in the administration/system/blocks and that the access/permission to view the block is granted to the Notifications Block for each group by going to administration/system/groups and in some cases you can set this permission from the module preferences. I hope this helps you out.
