Blocks not available on TOP page for ANONYMOUS users

None of the custom or module blocks are available on the Blocks page when TOP and ANONYMOUS are set as filters, only the blocks from the system module (top posters, new members, main menu, etc). I try to add blocks, and they appear everywhere but on that page. HELP!!!

I think you need to go into system => groups => anonymous and give them access rights to each block. By default I don't think anonymous users get block access rights.
