Error [Xoops]: Unable to connect to database in file class/database/databasefactory.php line 34

sometimes i am having this error when visiting my site? whats the meaning of that, what can i do for it?

It means that for some reason XOOPS is not able to connect to the database. Either the database is not running, or it cannot accept anymore connections. (Notice some hosts limit connections.)

This error can also mean that the MySQL user name or password contained in mainfile.php is wrong. Worth a quick look, but for me it usually means my hosts database server is down again.

what do you suggest, how can i solve it, is it a problem of my hosting? or my database?
