New install: modules load but can't administer

Fresh install of 2.0.13.1. Can install modules and they work but don't show up in admin menu nor do they show as check boxes in Groups settings. I've set up a few XOOPS installs so I have an idea what to expect but not how to fix this.

Help!

Have you verified the file system permissions on the cache and templates_c folders? They should be at least 755, "officially" it is recommend that you set them to 777.

Thanks, I just checked them and they're both set to 777. Any other thoughts?
