Adding polls to forums

Where exactly should I go to change permissions, so i can make new polls in forums? I didn't find any reference neither to forums administration nor to xoopspoll! Sorry, I'm new...
edit: I use newbb version 1 not newbb2. thank you very much I have the xoopspoll module that came directly with XOOPS 2.0.13

edit: In the themes library, says that, in order for the popup menu to work, you must have <{$xoops_module_header}> in your theme.html. Where should I put this line in my theme.html? anywhere i want?
