Someone at hotscripts.com forum advised me to look at Xoops, but it's not obvious to me whether you can email messages or articles into XOOPS like you can with Yahoo Groups and have those messages automatically re-circulated to everyone.

Basically I'm looking for a Yahho Groups script without the pop-ups! Can XOOPS do it (and I'm not a big code guru ;) )

In short - no. Because XOOPS (as other CMSes) is Content Manager (for websites), YG - mailing list with web-interface and some other added things. It's a toys from different classes.
More deeply - with some tricks (and developed now and already existing modules) you can try to build something, which can be considered as weak YG imitation
