I really don't see why it wouldn't work. There are many different modules available that will work for your specific site. Links, Downloads, Forums..... All of which are available in the current release of Xoops, as core modules.
As far as your site appearance goes, that will be up to you to pull your template out of dreamweaver and simply add some required code to it to get it to work with Xoops. It is not tough, just time consuming.
What I would suggest is to download Xoops, and install it. Play with it for a few weeks and see how you like the functionality of it. If it works for you, then proceede with development of you site theme. If you have trouble, come to the forums here at xoops.org. This is one of the best resources and communities out there. The people you will find here are always willing to help when there is a problem, and you probably need to check out some of the required reading at the xoopsfaq. It will answer alot of the questions that you might possibly have.
Just try it, I think you will like it. I've been using it for damn near 3 years now, and haven't looked back since I switched over from a hard coded dreamweaver site that I built.
