Ok, i have gotten a bit confused on how to do this. I want there to be on the front page in this order

- Welcome Block
- News
- Recent links and Recent downloads next to each other

I have the news as the default page to go to however, how do i get the recent links.... underneath the news. Whatever priority number i give it, it always stays at the top.

That's because your current theme is set for the blocks first, and then the module content, in this case the news. There's 2 ways to change this:
1. change theme.html and edit the position of the center-left/center-right block to be below the module content.
2. Switch to startpage module 'none'and use the SPotlight module news block to show your site's news. (see the 3 for the price of 1 news)

You are using the default theme right?
Try this:

1) open theme.html in your favorite html editor;
2) check the coding between lines 88 and 90
<div id="content">
          <{$xoops_contents}>
        div>
;
3) move that code to line 51.

Right... that worked however i have just relised that my welcome block is now at the bottom. Is there away i can have the welcome block above and the rest below??? Like the XOOPS front page??.
