How to add new pages so they are available in Blocks/Visible In list ?

Are they added by modules or can we create new pages ? Seems to be a bit confuse to me.

Depending on what exactly, you want to add, you can create a custom block, a module or wrap HTML pages with a module like TinyContent.

Generally speaking, everything shown in XOOPS comes from a module or a block - or a block from a module. Which module to use or whether to display things in a custom block depends on the content you want.

The idea behind is to have display pages that have different blocks display.

By default, there is the Top Page and All Pages which let you have two "different look". I would have the possibility to have for example Block Main Menu and Users Connected blocks displayed on Top Page and some other pages. And in the other hand only the Main menu block on info pages.
