mainfile.php permission question

For mainfile.php
Can't get the permission to change permanantly to 444. Everytime I change it from 777 to 444 it goes back to 777.
I received a message that I need to do this when I went into the administrator area.

Whats your platform on the server?

If windows, a simple "read only" on properties should do it...
Other than that if it is not changing....are you trying to do it remotely?

The platform is linux.
I am trying to change it through my cpanel file manager.
I used fantastico to install xoops.

I am using cpanel file manager as well and have no problems.
Seams to be something else.
