There have recently been an influx of questions regarding this particular error message:

This error is NOT caused by XOOPS, but by an upgrade of PHP to version 4.3.10 without upgrading the Zend Optimizer

If you see this error, please contact your host and enquire if they have in fact upgraded their PHP version without also upgrading the Zend Optimizer.

Whenever I try to add a new block, it always shows up for Webmasters only.
No matter what I try, there seems to be no way to make it display for any other group. Other blocks are fine, but not custom ones.
How can I make blocks that display for groups other than Webmasters?
