Can it be too many connections with XoopsDB?
I saw the number mysql queries out from my installation 2.2.4 one fine morning and if I multiply them by 200 users of xoops.org, then that may be the cause that blocks the php parsing with mysql connections!
When people are feed up and give up trying, xoops.org works! That means that the number of queries are too high for php and mysql connections.
My production site also does not work very well on a virtual server. The dynamic pages are very slow. The full output of dynamic pages takes about 25 - 30 seconds. Visitors have complained that my sites is very slow. Hence I changed everything to cache on the main page.
So I changed the cache timing for some blocks on the mainpage to one month, like you could with Donations, Site of month and other blocks. I changed even the Who's Online block to like 5 min. And the news latest stories to like 1 hour. If I want to publish the news right now and make it appear, then I publish with the time before one hour for it to publish now. Otherwise changing rapidly or constantly the preferences, it deletes all the cached files and makes everything slow!!!
If I imagine this on Xoops.org, that may be the cause. Hence, it would be worth to change the cache preferences of blocks on the main page to like 30 min. and see the difference. Give it a try. If you give the cache even like 5 minutes, then it will not give any DB connection problems anymore!!!
Remember not to change anything in the preferences. Otherwise it will destroy the cache and make the site once again slow until everything is generated.
Idea is to reduce the queries through the mainpage blocks keeping into the cache. And I am sure it will change everything.

I think it shows that XOOPS is taking good care of it's site! I prefer transparency above some foggy answers.

One more suggestion:
PHP.ini >>> mysql.allow_persistent = Off
MySQL's my.cnf >>> wait_timeout = 500 (or so)
[mysqld]
set-variable=max_connections=5000
(Be prepared for more RAM!!!)

Replace the LIKE criteria in the search by a mysql FULLTEXT search.
