It is possible I have a module you can use, something I made in 2002, has done some updates, so it should work. (We hope)
There are actually two modules, one to create simple pages, displayed in a simple page box and a simple home page, the second module is a text editor that is used.

Have only tested it on Xoops 2.2.x with php5

I will continued to make it look better in the admin panel, but I think it would be easy to find the link to the home page editor.
Is only translated into Danish, Norwegian and English.

Hmmm, shouldn't be too hard to add that feature to the MyStartup module. Not enough time to do it now though

Some modules eg News have the capability for spotlight (there is also a module of that name) one article.
I don't think for a forum this is the case. Altough it is not so difficult to copy a block and change the SQL or lookup to make it a spotlight block.
Else you can also copy the content of such a post in a custom block.

If you want to put some module as a start page, you can do it easy in the configuration. I suggest to think about how to make a module, which could put any page as a start page. For example I want to put this /modules/newbb/newtopic.php?forum=30 as a start page, but not just /modules/newbb/
I'm sorry if this module exists - pls give a link:)
