Control Panel GUI Toolbar

When I log in as admin, the home page displays a Control Panel Toolbar at the bottom of the page. This toolbar is stationary and is fixed at the start to the bottom of the page, but when you scroll, it remains fixed and does not stay at the bottom!

Is there any way to either remove this tooldbar, or move it?

In system preferences, set Control Panel GUI to 'default'

I've already done that, and the Toolbar does not go away... I am using Xoops 2.51!

The Toolbar, when logged in as admin, positions itself in the center of the home page, and you cannot read what's going on behind it...

Any other thoughts would be helpful.

In user side?
You have to edit your theme.html and remove the lines
<{if $xoops_isadmin}>
    <{
includeq file="$theme_name/xo_footerstatic.html"}>
    <{/if}>


They are just above the </body> tag
