module trouble installing

A few years ago I was really good at this. Today I'm struggling to learn it all over again.
I'm trying to install this ipcam module and I uploaded it to the module directory but its not showing up. What am I doing wrong? I uploaded the file into the block directory but no luck in seeing the block either.what am I doing wrong?
