xoops 2.3.3
Smarty Debug ON
default/theme.html

the Smarty Debug Console reports that theme_name is empty.

<!-- Assign Theme name -->
<{assign var=theme_name value=$xoTheme->folderName}>

How do I resolve this?

p.s. {$xoops_theme} does have a value.

Did you see the $xoTheme variable?
What does it contain?
It is possible that the foldername was added in a later 2.4 version.
You might try with
<{assign var=theme_name value=$xoops_theme}>
