xoops_module_header for all backend themes?

Sometimes it is important to move links to stylesheets, javascript to the head even in the backend (for modules). Unfortunately only exm supports xoops_module_header (thadmin I don't know) the others not.

It would be nice if all backend themes support this. In the meantime I have to work-around with javascript to move files to the head.
