Okay, I fixed my other problem by accessing install pages via direct url, BUT, I have a new problem. XOOPS is refusing to update the DB with any new settings, or, anything really. It just gives me "Taking you back to where you were..." every time I try to update any settings.

It's a good idea to start a post with a run down on your operating environment so that people have an idea as to what you're working with.
Go to System Overview and copy/paste the info there into your post.
Never let a man who does not believe something can be done, talk to a man that is doing it.

URL? I just need the part after admin.php, seeing as my admin gui is EXM, which has no link or overview and I can't switch back.
