Advantages of Text Area vs. Text Field in User Profile

When adding fields to the user profile, are there rules or best practices when deciding between a text area and a text field?

If I want a paragraph of text entered, which is the best choice?

If I want the user to enter a phone number, what is the best choice?

Text fields are for texts and other small variables up to 50 characters. For longer texts and multi line use the textarea.
There are not so much technical, but practical reasons to chose one above the other.
If you try to exchange the content for subject and the message when posting in this forum, you should experience why that is.
