If remember correctly, somebody mentioned that there are sometimes problems when module language files are not saved as UTF-8. So check your CBB language files.

hmm a correction...smartsection ignores russian symbols as well. think it's a whole site's issue. utf-8 is supposed to work alright with russian...

Is your database and tables also in UTF-8?
If you check your table, can you retrieve the new created categories and how they look?

it shows just nothing in the cell. so if i create an article called "Chekcing - ????????" it only has "Checking -" in the database and the site itself. Database tables seem to be utf-general-ci if that's what we need

i've got another website which is cp_1251_general_ci and it does show russian symbols. but i put utf on purpose cos it's universal..

Is Apache enabled for UTF-8?
If not, try with this in .htaccess:
AddDefaultCharset UTF-8

Or open a ticket with the hoster for inclusion of that statement in the httpd.conf file.

didnt work out ghia. come up with reinstalling XOOPS and setting cp-1251 coding by default.

What was defined for _CHARSET, _LANGCODE and XOOPS_USE_MULTIBYTES in /language/russian/global.php?
