go to admin>system>groups
select the group that you want to be able to see the block in question.
find the block you want to display and check it.
repeat for each group you want to see it.
Next
go to admin>system>blocks
select the group (who will see it...) and page you want to display it in, from the drop down menus (are you using xoops2.3?)
scroll down till you find the block. choose where you want to locate it on the page (left column, right column, center... etc.) and also make sure 'visible' is selected. If you have other blocks in the same column, the weighting value needs to be set too (0 is top 672 gazillion is bottom).
finally scroll to the bottom of this page and hit 'submit' (which would be better titled 'save', but that's another story)
