'Good' Guest for captcha

Tank, the dev of videoTube and other mods, has come up with a way to allow guests who successfully enter a captcha once to not have to enter another one for a while.
I think this is an excellent idea, and request that his code be considered for addition to the core if feasible.

Ah... I suppose that it was inevitable that I'd come into contact with the much fabled "sourceforge" eventually. - shivers -
