Image Display Probem with 2.3.1

I have an image of my main page 800 x 154 but keeps resizing to 300 x 55 then sometimes return to the correct size now and then I can't work out the problem any help with this please, it starts to load the full image then it resizes to the small image

Is this image in an editable content using the [img tag or somewhere in your theme?

I am using a custom Block using this: right click to view code.. this is the image size that should show

...Resized Image...











this has been used from XOOPS 2.16 to 2.18 without a problem

I assume it is a yes to the [img tag question?
