This is not specific to any XOOPS version.
You just need an Apache server which lets you use htaccess files (and the mod_rewrite).
Copy the given "code" inside an .htaccess file and copy it at the root of your site (don't overwrite your actual .htaccess file)

1. So you mean that this can be used only XOOPS or with any other script?

2. Well What about if I have made changes to the www root .htacces file.

3. does it matter if I have the XOOPS in a subfolder?
