i have been wondering if this was possable.
On my XOOPS homepage ( top page )
i would like to have a simply HTML or TEXT filled block with a message in it.
This block would be the first thing people see as the TOP CENTER block on the page.

However i want this block to ONLY be visable to people who are
A) Either not logged in yet
and or
B) Visitors who have not yet registered and logged in.

yes its possible
go to admin-> system admin-> groups
there you can set the block access rights for registered and anonymous users

duh
i just realized that as i was reading your message
all i have to do is goto the group VIEW BLOCK permissions for ANONYMOUS
and set this block as viewable by them
also make sure its NOT able to be viewed by any other group
